Zebulon city finance and special projects administrator Kathleen Birney's job has been eliminated as of 2013 by unanimous vote of the city council. Birney has worked with the city for 15 years.

Kathleen Birney is a asset to Zebulon. She knows her business well, a certified professional and always had building permit files packaged to a "T". It is a loss for Zebulon and the citizens. Kathleen Birney would make a perfect Pike County Manager. She is local, knows county business and will be here to serve. Please keep her in mind.
