Thank you Jimmy Bass for standing up for what is right. Doug Mangham threatened to have the wrong person removed by "the law." Why has he never put that threat to his county manager Steve Marro? Steve Marro can "believe" all he wants to but has no clue. Look's like the county attorney knows the right time to not be in a meeting, he can't handle questions from Jimmy Bass either.
I think Steve Marro was the bike rental guy Mr. Geiger wrote about in his Jekyll Island editorial dated June 24, 2009. Now we got him. Just maybe Chairman Mangham should take a lesson from Jones Hooks, Director of Jekyll Island Authority.
This is Pike County USA, not Russia or Iran. He pays more taxes than you and is speaking out for what is right. Call him and tell him how stupid he and his wife are. Be careful though, he will recognize your voice as a phoney friend.
Bass was given fair warning by Mr. Mangham. Once he told Bass he was going to have him removed if he opened his mouth again and he did, Mangham had to follow through or look weak.
Doug just re-applied Marro/Morton's Gag Order on Mr. Jimmy Bass. Steve Fry applied it differently, Fry just said, "shut up and sit down." Guess the Gag Order applies to citizens as well as county employees.
Mr. Doug will join the ranks of Steve Fry as the 941 Cave People return to the polls.

Junior Commissioner Donald Collins should remember just that, he is the JUNIOR. He should not attempt to dress down Commissioner Roosevelt Willis at a BOC meeting. Then again Doug Mangham has the same amount of time on the BOC as Collins, he is a junior also.

Marro's Insult to Citizens

We have a county manager who is certified only as a fork lift operator, he is not a certified county manager. So now Marro thinks he is a lawyer? Marro "believes" it was a legal meeting. Could he have taken a moment to contact a lawyer approved by the Georgia Bar Association and asked? Anyone know where our paid contract county attorney was?
OK. Jimmy got ejected from the meeting. He was warned, he was wrong and he knew it. Here is the problem. Marro was wrong too. He gave the citizens and the commissioners 1/2 a budget and did not even get a spank on the hand.
A budget by definition is revenues and expenses and must have a zero balance. How can 1/2 a budget with nothing to balance to be right? Why not correct Marro?
Unfortunately the leadership in Pike County still does not understand that there are certain state and federal laws that have to be followed when they do things. An example of that is the prepared and presented budget.
As Carol Bass pointed out Georgia law requires the presented budget to have two parts. An income part and an expense part.
This is not rocket science and even I can under stand that part.
I was not present when Jimmy was evicted from the meeting and I don't know exactly what happened. However based on what Carol Bass told me about what happened I have to say that if the current Board of Commissioners of Pike County would bother to learn the law, follow the law and require that anyone who works for them follow the law there would be no need for citizens to speak out against what is going on.
After all of the lawsuits, all of the elections and all of the changes we still seem to have a government run by people who do not bother to educate themselves on what the law says and you know folks:
The Law is like the Bible, you can argue all day long about what it means but if you can read you gotta agree about what it says.
I am a very simple woman and if the law says I gotta have a leash on my dog if he is not on my property we gotta agree that his degree of training has no bearing on whether ot not I can take him to the park with no leash.
If the law says the budget has to be presented with a list of income and a list of expenses it really does not matter what anyone thinks about what that means.
See, that is not rocket science, it is just plain common sense.
I will figure out how to do this yet. I am not anonymous as it is showing up in my reply to whomever posted as Tommy, but Margie you are correct and the other Tommy are correct. There has too be a balance in the budget with the revenue and expenses. The only real variable revenue that you work with is property tax, thus the reason for setting a millage rate. If not this year, then next year we will end up with one heck of a millage rate increase due to decling property values if we don't start with major budget cuts this year. I truly believe that with the loss of property values,there will be a decrease in the tax digest forcing a millage increase without major budget cuts to keep our taxes from going thru the celing.
Tommy, they have not yet talked about any budget cuts. They are not planning any budget cuts. But, they better start.

Marro did not do his job correctly; but what it all boils down to are elected officials that are not willing to MAKE him do his job correctly. Carol has been quoted before saying the same thing about the public disclosure of both expenses and revenues. There is no reason for this Board of Commissioners not to know this. So, when Marro started his back-pedaling, the hammer should have been brought down on him, not Mr. Bass for pointing out the truth. Where exactly was our County Attorney during all of this?
