To the qualified voters of Pike County, Georgia:
Notice is hereby given that on the 3rd day of November, 2009 an election will be held at the regular polling places in all of the election districts of Pike County (the “County”) at which time there will be submitted to the qualified voters of the County for their determination the following question:

( )NO Shall a special 1 percent sales and use tax be imposed in Pike County for a period of time of six (6) years commencing upon the expiration of the sales and use tax currently in effect and for the raising of approximately $8,000,000 for the following purposes: (a) for Pike County, (i) acquisition of a judicial complex and courthouse improvements; (ii) acquisition of recreation and leisure facility improvements; (iii) acquisition and installation of improvements at the Chestnut Oak Agri-Business complex; (iv) acquisition of improvements at Pike County Library; (v) road improvements; and (vi) acquiring, constructing, and equipping a new animal control facility; (b) for the City of Concord, making improvements to the R.F. Strickland Building and improvements to the Concord Fire Station; (c) for the City of Meansville, making water system improvements; (d) for the City of Molena, making water system improvements and improvements to the Molena Fire Station; (e) for the City of Williamson, making improvements to City Hall; and (f) for the City of Zebulon, (i) making road and sidewalk improvements; (ii) making improvements to City Hall, (iii) making water and sewer facility improvements; (iv) making public safety facility improvements; and (v) making city park improvements?
If imposition of the tax is approved by the voters, such vote shall also constitute approval of the issuance of general obligation debt of Pike County in the principal amount of up to $7,200,000 for the above purposes, repayable from the proceeds of the aforesaid sales and use tax.
The ballots to be used in said election shall have written or printed thereon substantially the question set forth above.
If approved, the proceeds of the general obligation debt in the principal amount of up to $7,200,000 (the “Debt”) will be used to fund, in whole or in part, the aforementioned capital outlay projects, capitalized interest on the Debt and the costs of issuing the Debt.
The Debt, if so authorized, may be issued by the County in whole or in part and in one or more series. The Debt shall bear interest from the first day of the month during which the Debt is issued or from such other date as may be designated by the County prior to the issuance of the Debt, at a rate or rates not to exceed 8.0% per annum. The maximum amount of principal to be paid with respect to the Debt in each year shall be as follows:

Estimated sales tax revenues shall be divided between and among Pike County and all of the qualified municipalities within Pike County in accordance with an Intergovernmental Agreement that is on file in the office of the Clerk of the Board of Commissioners of Pike County. A more detailed description of each of the capital outlay projects is provided in said Intergovernmental Agreement.
Any brochures, listings, or other advertisements issued by the Board of Commissioners of Pike County (the “Board of Commissioners”) or by any other person, firm, corporation or association with the knowledge and consent of the Board of Commissioners, shall be deemed to be a statement of intention of the Board of Commissioners concerning the use of the proceeds of the Debt, and such statement of intention shall be binding upon the Board of Commissioners in the expenditure of such Debt funds or interest received from such Debt funds to the extent provided in O.C.G.A. Section 36-82-1.
The principal and interest on the Debt are expected to be paid from proceeds of the sales and use tax and shall be payable in lawful money of the United States of America.
Pursuant to O.C.G.A. Section 36-82-100, the County notifies all interested parties that no independent performance audit or performance review (the “Debt Audit”) will be conducted with respect to the debt. However the county will continue to ensure that debt proceeds are expended efficiently and economically, as intended by the debt audit.
The several places for holding said election shall be at the regular and established voting precincts of the election districts of the County, and the polls will be open from 7:00 a.m. to 7:00 p.m. on the date fixed for the election.
The last day to register to vote in this election shall be October 5, 2009.
Those residents of the County qualified to vote at said election shall be determined in all respects in accordance with the election laws of the State of Georgia.

GSP report
Georgia State Patrol Post 26 in Thomaston investigated four traffic crashes during September in Pike County with two injuries and no deaths. Troopers issued 100 citations including one DUI, 67 speeding and 13 seat belt violations. They issued 83 warnings.

No Bake Spider Cookies
Here is a fun recipe that the kids can help you make just in time for Halloween.
Ingredients:
1.5 cups semi-sweet chocolate morsels
1 5oz. can chow mein noodles
1 cup salted peanuts
Place chocolate morsels in top of double boiler. Bring water to a boil. Reduce heat to low, cook until chocolate melts. Add noodles and peanuts, stirring well. Drop mixture by teaspoonfuls onto greased baking sheets. Refrigerate 8 hours or overnight. Makes about 3 dozen cookies. [Full story »]

Setting another precedence for the executive office the Obama administration on Sunday called Fox News "a wing of the Republican Party."
So far this has served only to escalate the pre-established war of words against the channel, even as observers questioned the wisdom of a White House war on a news organization.
"What I think is fair to say about Fox -- and certainly it's the way we view it -- is that it really is more a wing of the Republican Party," said Anita Dunn, White House communications director, on CNN. "They take their talking points, put them on the air; take their opposition research, put them on the air. And that's fine. But let's not pretend they're a news network the way CNN is." President Obama awarded Nobel Peace Prize; observers shocked
Much to the shock and surprise of the free world, Nobel officials in Oslo, Norway announced the winner of the 2009 Nobel Peace Price early this morning for "extraordinary efforts to strengthen international diplomacy and cooperation between peoples."
The winner, of course, was United States president Barack Obama.

NASA to bomb the moon in name of exploration
Early tomorrow morning, NASA will slam two spacecraft into the moon in the hope of unearthing signs of water.
The spacecraft, called the Lunar Crater Observation and Sensing Satellite or LCROSS, will break into two parts to hit the moon a few minutes apart. First the Centaur upper stage rocket will hit the lunar crater Cabeus near the southern pole, sending a plume of debris about 6 miles above the moon. LCROSS then will fly through the debris, collecting and analyzing the debris, searching for signs of water ice before slamming into the moon at 5,000 miles per hour. [Full story »]
