New Georgia laws now make it illegal to read or send text messages for all drivers and eliminate some teenagers' cell phone use all together. The laws go into effect Thursday and are punishable by a $150 fine and a point reduction from drivers' licenses.

Parents complain about cell phone bills because of their kids, and do this on commercials.
Well, DUH, don't give them a phone in the first place!
I know people will say times are more dangerous, they NEED one. Well, parents need to place more restrictions on the phones instead of complaining.
I strongly disagree with you regarding them NOT having one. I have a teen and I want to (at any given time) be able to reach them if I need to. WHENEVER I WANT TO. This is my means to do so...I don't think them having one is necessarily JUST a privilege though. It's how we all communicate now, that's just the way it is.
However, if this WAS what this topic was about, then yes, it is the parent's responsibility to ensure their kids are not abusing this privilege. I have no issues with my child. They know what's what, at my house.
