A local girl walked outside to find 11 of her pets dead Wednesday morning and the two dogs who killed them still in the animals' pen. Nine chickens, a pregnant nanny goat and a baby goat were killed by the two dogs. The owner said this is just another example of how the county needs animal control.

If you don't have your dogs or any other domesticated animals under your full control ALL THE TIME you are neglecting the care of your animal. PERIOD. Lease, fence, personal supervision. The dog doesn't know right from wrong. You are supposed to, but apparently don't.
I would also recommend making it illegal to dump animals and fine those people heavily if they are caught.
They get to drive away after legally dumping Fido on the county, at the taxpayers expense, and not even think about the horrible way the animals die in a communal gas chamber. I've seen in in Spalding County with my own eyes.
Your suggestion, plus mandatory spay/neutering for any animals caught wandering would help. Most male dogs won't wander if they get neutered young.

I still don't know who owns those dogs or what happened to them.
As for owning a stray because it eats your pet food and table scraps, if that's the case then I own a few raccoons and opossums.
I'm not sure what else gets my pet food.
I also had snakes, coyotes, rabbits, & squirrels here at times, but like the raccoons and opossums we don't clam each other.
Dogs are pack animals and have the urge to hunt, some more than others. They do hunt and attack animals and sometimes people. If while hunting they find another food source it expands what they consider their territory.
There is a way to keep this from happening. Keep your dogs pinned up. Fence in your yard, or do like most farmers around here. Have cats instead.
The day I was attacked I had loaned my shot gun to my neighbor a few weeks before.
If you find a calf or a pet killed you try to follow the dog to it's owner so you can get paid for the damages. No one will claim it if they have to pay damages.
I shoot them.
My mama always sayed, the biggr the gun, the smaller the...threat.
Second time they get the BB GUN WARNING
Third Time they get the 22 rifle to the hip or leg shot
Fourth Time they will not come back
And also they go straight to the fourth time if they threaten me or my family or my dogs.
A neighbor of mine lost two calves to two dogs. He had saw the dogs but didn't know they had harmed anything at the time.
He found the calves later. He knew about where they come from. He went to the house and talked to the owner. It wasn't his dogs because his dogs were pinned up and had been all week. So he was out his money!
A few weeks later the same dogs were chasing his calves again. He shot and killed both of them. He dumped the body's and took off their collars. A few days later the same guy he had spoke to earlier came and ask, " have you saw my dogs". He told them, "I shot two dogs that were chasing my calves". The man still wouldn't claim the dogs.
I was working in my shop a few weeks ago when a black lab run in my yard and chased my cats. I went out and called it to me. It was a nice 1/2 grown puppy. It wasn't long before his master came looking for him. I had no need to kill him.
Once their informed that the dog is, "for example" tearing up your trash, digging up your garden, chewing up your what ever, or just plain trespassing, but not attacking you or anything of yours. Then they have a chance to do something about it.
If it's killing something of yours right this minute shoot to kill it.
If it's killed something of yours and you don't know who it belongs to try to follow it home. If you shoot to scare it, it normally heads home.
the problem with the world today is that people feel they have the "right" to all sorts of things that they don't.
and while i'm not a lawyer, i believe you would be justified in destroying it.

Coyotes? Shoot first, ask later. Racoons? Eh.
Learn to make a sentence before you call others ignorant.
