I didn't know it was illegal not to be able to speak english. What kind of penalty does that hold?

It is not illegal to be unable to speak English unless you are operating a commercial motor vehicle with a CDL. The DOT requires that you are able to speak and understand English so that you will be able to understand road signs. You can lose your CDL.
